Moore County Development Ordinance Updates Could Reshape Growth Rules

Moore County leaders continue discussing major Moore County development ordinance updates that could impact future subdivisions and development along major highways.

County commissioners and members of the Planning Board recently met to review possible changes aimed at preserving rural areas of unincorporated Moore County.

Subdivision Rules Could Change

One major topic involves how Moore County defines minor and major subdivisions. Commissioners are considering changes that would limit smaller developments to 10-acre areas while restricting additional buildout for several years.

County leaders say they want future development to remain less dense while protecting the rural character of Moore County outside Southern Pines, Pinehurst, Aberdeen, and other municipalities.

Major subdivisions would continue facing tighter restrictions under the county’s land use plan.

Highway Corridor Rules Under Review

Commissioners are also reviewing the county’s highway corridor overlay district, which regulates development along major roads in unincorporated Moore County.

The current overlay system was designed to preserve scenic gateways and maintain rural character throughout the Sandhills.

However, county leaders are considering eliminating portions of the overlay district and instead relying on 50-foot roadway buffers and existing zoning regulations.

Planning staff are expected to return with updated ordinance language in June for further discussion.
