A Moore County deputy clerk has returned to work after a state review found no support for an allegation that he misused a government computer.
Moore County Clerk of Superior Court Todd Maness said his office received a tip alleging that Deputy Clerk Philip Holmes had used a state computer to research how to make a bomb.
State agency reviews computer activity
Maness said he contacted the North Carolina Administrative Office of the Courts because of the seriousness of the allegation and followed the agency’s guidance.
According to Maness, the Administrative Office of the Courts assigned a team to examine Holmes’ computer activity dating to the beginning of his employment. Maness said the review cleared Holmes of the allegation.
Holmes was placed on paid suspension Tuesday afternoon while the matter was reviewed. He returned to work Thursday following the state agency’s findings.
Holmes declines to comment
State personnel records show Holmes began working as a deputy clerk on May 11, 2026. He previously served on the Moore County Board of Education from 2020 through 2024.
Holmes declined to comment on the allegation, telling The Pilot that he was seeking legal guidance.
