Carthage Adopts Three-Year Strategic Plan to Guide Growth and Budget Decisions

The Town of Carthage, North Carolina has officially adopted a new three-year strategic plan that will shape how the town approaches budgeting, development, and community priorities through 2028.

The plan was developed with assistance from the Central Pines Regional Council and outlines a clear mission focused on public safety, quality of life, and organizational excellence.

Planning for Long-Term Community Growth

Carthage’s new vision describes the town as a future model of financial excellence and community resilience — while also serving as an incubator for business and local talent in Moore County.

The strategic plan includes five major goals: organizational excellence, connectivity and safety, infrastructure readiness, financial sustainability, and creating a vibrant downtown.

Projects Already Underway

Several initiatives tied to the plan are already in motion, including the Downtown Revitalization Plan and the renovation of the historic Town Hall on Monroe Street.

Town leaders say the strategic plan will now serve as a guiding framework for future budget discussions and policy decisions.
