Moore County Rejects 134-Unit Apartment Proposal Near West End

A proposed 134-unit apartment development along N.C. Highway 211 near West End will not move forward under the plan presented to Moore County commissioners.

Commissioners voted unanimously October 20 to deny the developer’s conditional-rezoning request for approximately 11.73 acres at 8003 N.C. 211.

Developer Requested Several Exceptions

The proposal called for 134 apartments divided between two buildings. The developer requested permission to increase the property’s permitted residential density, raise the maximum building height from 35 feet to more than 54 feet and provide approximately 1.5 parking spaces per unit.

Representatives described the project as workforce housing, with estimated monthly rents beginning at slightly more than $1,300. The proposal did not include binding affordability requirements.

Traffic and Emergency Access Raised Concerns

Commissioners and residents raised concerns about parking, building height, traffic on N.C. 211 and whether emergency vehicles could safely navigate the property. The development would have used a single right-in, right-out entrance along the highway.

The Moore County Planning Board previously recommended denial in a 6-0 vote. Commissioners ultimately found the proposal inconsistent with the county land-use plan before unanimously rejecting the rezoning.
